utils: add additional guards for Tracing (#8810)

The addition JobSystem.cpp allows for defining
FILAMENT_TRACING_ENABLED across targets.

Addingin FILAMENT_TRACING_ENABLED to the #if in Tracing.h prevents
perfetto from being included.
