imagediff: add image comparison library (#9640)
A library for verifying rendering results against golden images.
Key Features:
- Hierarchical checks (AND, OR, LEAF).
- Per-pixel masking.
- Global failure tolerance (`maxFailingPixelsFraction`).
- 8-bit `Bitmap` support.
- JSON configuration.
