e.g.: the guard for `FooBar.h` should look like:

  TNT_FILAMENT_FOOBAR_H
  TNT_FILAMENT_BACKEND_FOOBAR_H
  TNT_UTILS_FOOBAR_H

Mathias Agopian af16e43830 add notify_n(int) to our condition variable 
notify_n() wakes up n waiters, this is more fine grained than
notify_one() / notify_all(), and the implementation costs nothing.
