This is a dependency of our upcoming web-based material debugger. This
CL also includes `tnt/CMakeLists.txt`, which builds a static lib in a
minimal configuration that enables WebSocket support. The entire library
is built from only 4 files:

Description
The function mg_set_websocket_handler() connects callback functions to a websocket URI. The callback functions are called when a state change is detected on the URI like an incoming connection or data received from a remote peer.
