e2d009ff2a Update glslang (#8734) 
Update glslang/tnt/README to point to updated commit hash

Glslang switched from using spirv.hpp to using spirv.hpp11
which collides with spirv.hpp when used in the same .cpp file.

This change requires https://github.com/google/filament/pull/8729
before it can compile. That has already landed.

5c71b0eae2 update glslang to latest 
This fixes a lot of issues regarding precision qualifiers.

This should resolve cases where "highp" were introduced needlessly.

9f2592ed9d Update SPIRV libraries (#99) 
* Update SPIRV libraries

- Update `spirv-cross`
- Update `spirv-tools`
- Update `glslang`

`spirv-tools` contains a fix for an issue we reported (unnecessary promotions to highp in certain expressions).

* Add SPIRV-Tools dependency to matinfo
